About PAGA BV

PAGA BV is an independent data architecture practice based in the Netherlands, working across Europe since 2002. It is also the publisher of Diary of a Data Architect.

PAGA BV helps organisations change how data is managed and moved. The focus is on automation, platform engineering and computational governance: shifting governance, compliance and quality checks left, into design and delivery, so that data can be trusted, reused and relied on at scale. The aim is a data ecosystem where teams can change things quickly and safely.

What PAGA BV does

  • Enterprise data strategy and architecture. Target architectures, roadmaps and design authority for federated organisations moving towards a governed, secure and scalable data-product operating model.
  • Data products, data mesh and contracts. Defining what a data product promises, how those promises are versioned, tested and observed, and how sharing agreements connect them to consumer intent.
  • Computational governance and security. Turning policy, regulatory assurance and security controls into automated guardrails, so domain teams can self-certify against them before they publish, rather than waiting on manual gatekeepers.
  • Data-first platform engineering. Helping platform teams make data a native part of the product lifecycle: an internal developer platform that treats metadata as a control plane, with declarative intent, policy as code and verifiable evidence.
  • Semantics, modelling and context for AI. Using domain-driven design and bounded contexts to make meaning explicit at the source, define metrics once, and give AI agents governed context through well-defined contracts.

Experience

PAGA BV's work has spanned retail, energy, banking and clearing, manufacturing, regulated gaming and enterprise analytics software. Engagements have ranged from designing cloud data solutions and integrations, to integrating an analytics product into a larger software suite, to leading enterprise data strategy and data mesh adoption in large, federated organisations.

How PAGA BV works

Engagements are hands-on and collaborative. PAGA BV works alongside architecture, platform, security and domain teams, challenging entrenched thinking while bringing people, processes and clear communication together so that delivery runs smoothly. The aim is to leave capability behind rather than dependency, and to reduce reliance on local knowledge, bespoke solutions and key individuals.

Clients receive clear rights to use the deliverables produced for them. PAGA BV keeps its independently developed methods, templates and reusable material, which improve across engagements without carrying any client's confidential information.

Paul Gale

Paul Gale is the founder and principal data architect of PAGA BV, which he established in 2002. He has worked in data for over two decades, moving from data integration and business intelligence, through analytics products and information architecture, to senior enterprise data architecture. He combines deep technical knowledge with commercial understanding, and has led teams through the shift to data products, data mesh and shift-left governance.

His starting premise is that data should be a first-class citizen: part of the product being built, not the exhaust it leaves behind. He writes regularly on data-first platforms, data marketplaces, governance that works like a build system, and why AI scales whatever data foundations it is given, good or bad. This site is where he works through those ideas in more depth.

About this site

Diary of a Data Architect is a working notebook, written in public. It moves between diary entries, concepts, principles, proposed directions and patterns. The ideas are arguments to examine, not doctrine. Examples are abstracted to protect clients, colleagues and confidential work, and nothing here presents a client's architecture or position as PAGA BV's own.
